Infocomm Leadership and Development Programme (iLEAD)
Infocomm Leadership and Development Programme (iLEAD) aims to ensure that Singapore's infocomm manpower capabilities keep pace with technology changes and Singapore remains at the forefront of technology development. iLEAD will help sharpen and deepen the infocomm knowledge and capabilities of infocomm professionals in Singapore and build a pipeline of infocomm experts in high-end, niche areas.

The Enhanced CITREP provides the following funding support

CITREP * Course and Certification Fees: up to 80% of the nett payable course and examination fees capped at S$3,000 per trainee.

Certification Fees Only: up to 80% of the nett payable examination fees capped at S$500 per trainee.

Absentee Payroll: The Sponsoring Organisations are eligible for Absentee Payroll support at S$50 per trainee per day, when they sponsor their staff for Full-Time Training. Full-Time Training refers to training courses conducted on weekdays, ie. Mondays to Fridays, between 8:30am and 6pm, with a minimum duration of 6 training hours.

Enhancing Job Opportunities for Retrenched Workers Through Infocomm Training

Another wave of enhancements to two key infocomm training initiatives were announced today to stimulate the Singapore labour market. The Infocomm Development Authority of Singapore (IDA), administrator of the two programmes, explains that this move will encourage more retrenched individuals to take up infocomm training and improve their employment opportunities as a result.

With revised funding guidelines and increased training allowances, the enhancements in the Critical Infocomm Technology Resource Programme (CITREP) and the Strategic Manpower Conversion Programme (SMCP) will benefit more individuals. In view of the current economic conditions, these enhancements will encourage skills training and upgrading for enhanced employability.

In addition, the administration of CITREP and SMCP will now come under the purview of the National Infocomm Competency Centre (NICC). Comprising members from the infocomm industry, the NICC is attuned to the needs and concerns of the industry. This puts them in an ideal position to offer value-added counsel in the development of training, accreditation and certification programmes. The NICC's eventual goal is to function as the central body within and beyond the infocomm industry looking after all matters related to infocomm training.

IDA Sets Up Subsidiary to Facilitate More Secure Online Transactions

The Infocomm Development Authority of Singapore (IDA) today announced that it has set up a wholly-owned subsidiary, Assurity Trusted Solutions Pte Ltd (Assurity), to be the National Authentication Framework (NAF) operator for Second Factor Authentication (2FA). Assurity will own the NAF infrastructure and offer NAF 2FA services to Service Providers (SPs) and consumers at a national level. Assurity is expected to start rolling out its service to Service Providers in the second half of 2011. ST Electronics (Info-Security) has been appointed to design, build, operate and maintain the NAF infrastructure for Assurity.

An NAF Advisory Council, comprising senior representatives from Ministry of Information, Communication and the Arts (MICA), Ministry of Home Affairs (MHA), Ministry of Finance (MOF), Ministry of Health (MOH), and Monetary Authority of Singapore (MAS), has also been set up to provide strategic guidance for Assurity to align itself with the strong authentication developments across sectors.
With the increased availability of online services offered by key sectors such as banking & finance, Government and healthcare, NAF can safeguard against unauthorised access to sensitive information, such as bank account or electronic health records. A system is said to use strong authentication when it requires at least two factors before access to the system is granted. This contrasts with traditional single-factor authentication which requires only one authentication factor, usually the knowledge of a password, in order to gain access to a system.

A popular second-factor authentication method that many banks are offering to their online consumers today is One-Time Password or OTP. When a user accesses an online service, in addition to User-ID and Password, the user would be required to enter an additional "second factor password", which is generated on demand. The dynamically-generated "second factor password" could be delivered through a token (hardware or software) or via SMS.

With effect from 1 April 2009, CITREP has been enhanced to provide higher funding from 50% to 80% for courses and certifications commencing between 1 April 2009 and 31 March 2011. Organisations that are sponsoring their employees for full-time training training can benefit from “Absentee Payroll” support.

Trainees who meet the programme support criteria for training courses and/or certification endorsed under the Enhanced CITREP can qualify for funding support. The list of endorsed courses and certifications is available at www.ida.gov.sg/citrep.
